How We Used AI Agents to Migrate GitLab Rate Limiting

Sam Wiskow: a three-person pod at GitLab used agents to migrate 121 rate limit keys across 30-plus merge requests, via a rigid spec-review-implement-verify loop before any human merge. The first cohort missed 17 of 121 keys. Review capacity, not the agents, was the constraint.
